NPP Specialty Interest Activities
The delivery of NPP benefits today remains rooted in a community model that was enacted following the Second World War. At that time, the majority of military families lived on the Base, their children were educated at schools located on the Base and NPP was a key community enabler providing a range of Specialty Interest activities located on the Base. In recent years, the majority of CF families have transitioned from residing on a CF installation in RHUs toward residing in the local community at varying distances from their worksite. Concurrently, NPP benefit has continued to be largely targeted at serving Regular Force members / families who reside on or very close to a CF Base / Wing, with the remainder of beneficiaries receiving less support.
The aim of this phase of the New Deal Study is to examine the current Specialty Interest activities model to determine whether it is best suited to meet future needs. With the assistance of local PSP Managers, DGPFSS staff have been assembling an inventory of related activities that are presently delivered at every Base and Wing. This includes the collection of data to indicate the scope of the expenditures associated with each of these activities relative to the complete NPP spectrum and the degree to which these activities are being utilized by the NPP beneficiary population.
An improved definition of Specialty Interest activities needs to be developed. In June 2011, the Steering Committee that national Specialty Interest policy with de-centralized execution is the appropriate governance model. While the majority of Specialty Interest activities are performing adequately, it’s clear that steps must be taken to improve the consistent net operating losses that many CF golf courses are incurring. The Steering Committee agreed to assist to source appropriate individuals to participate in the development of a national Specialty Interest policy and in the development of a national CF Golf Policy.
The New Deal Steering Committee is coordinating the development of the Specialty Interest Activity policy in Fall 2011.
The target date for the introduction of the national Specialty Interest policy is April 2012 and the enabling Golf policy is April 2013.
